This technical assistance funded preparation of an OBA project aimed at increasing electricity access to low-income households in Vanuatu in on-grid areas through the subsidization of connection and other charges in grid-covered areas. Consultant studies were commissioned to prepare input for the design, implementation and governance arrangements for the final subsidy scheme.
